The Bureau of Emigration and Overseas Employment (BEOE) is a centralized agency of the Federal Government responsible for processing recruitment demands for Pakistani manpower through Licensed Overseas Employment Promoters (OEPs). This system facilitates the recruitment and registration of emigrants, ensuring smooth operations and compliance with government regulations, particularly for manpower importing countries in the Middle East.
Main Highlights of Project
OEP Registration: Overseas Employment Promoters register and obtain a license from the Government of Pakistan.
Job Listings: Foreign jobs are listed on the BEOE website.
Job Application: Emigrants select their desired job and apply either through an OEP office, directly via the website, or through E-Protector.
Emigrant Registration: Registered OEPs start registering emigrants at designated Protectorate Offices (e.g., Karachi, Lahore, Islamabad). Verification is done online, including NADRA verification, State Bank account information, State Life Insurance policy, and company documents.
Data Sharing: Verified emigrant data is shared with the FIA and State Life via REST APIs.
MIS (Management Information System):
Ensured the smooth operations, security, and compliance of the MIS. This involved regular maintenance, security audits, and system optimization to support the Bureau’s operations. The MIS includes several sub-modules, Here are few of them:
OEP Licence Management
Permissions Management
Emigrant Registrations
Foreign Employers
User Management
Reports
Website Management
OEP Inspection
Emigrant Blacklist Management
Emigrant Management System:
Developed new features and maintained the Emigrant Management System. This system handles the registration of emigrants via a biometric verification system linked with NADRA, ensuring accurate and secure registration processes.
OEP Portal:
Collaborated on enhancements and security audits for the OEP portal. This portal allows Overseas Employment Promoters to manage their operations, register emigrants, and track the status of their applications.
Fresh OEP License:
Innovated the Fresh OEP license module, streamlining the online licensing process for companies. This involved designing secure and user-friendly interfaces and ensuring compliance with government regulations.
E-Protector and Direct Emigrant Registration:
Integrated the E-Protector module, which facilitates emigrants in applying and processing foreign job applications. This integration involved collaborating with NBP, FIA, and SLIC to ensure seamless data flow and process efficiency.
Complaint Management System:
Developed and maintained the Complaint Management System, ensuring that user complaints are efficiently logged, tracked, and resolved. This involved designing a robust backend system to handle large volumes of data and user interactions.
Sharing Data with Other Departments Using REST API:
Designed and developed secure REST API endpoints for seamless data exchange with other government departments, including the FIA, State Bank, NBP, and SLIC. This ensured that data, such as emigrant verification and registration details, could be efficiently and securely shared on a daily basis, facilitating inter-departmental collaboration and compliance with regulatory requirements.
